Security - How do I?

I have a customer who would like to restrict all of his users who
are a members of the same group so that files that they create and/or download
have rw-rw-r security (only super users would be able to make files
executable). At the same, he would like them to be able to create, populate
and navigate directories under their home directories. Setting each user's
umask to 002 fullfuils the first requirement, but not the second. Is this
possible? The boxes are running Solaris 8. I will summarize.
