NIS+ passwd pains

Hello List,

i am experiencing some weirdness with the local NIS+ installation. All
systems are solaris 8 sparc, with different patch levels. Being in the
admin NIS+ table i am obviously able to change/reset user passwords;
however on some systems it turns out to be impossible. Here, "BAD
MACHINE":
dendan at sysws030[~]> uname -a
SunOS sysws030 5.8 Generic_108528-21 sun4u sparc SUNW,Ultra-1
dendan at sysws030[~]> keylogin
Password:
dendan at sysws030[~]> passwd -r nisplus -l install
Enter dendan's password:
Permission denied
dendan at sysws030[~]> ll /usr/bin/nispasswd
-r-xr-xr-x 1 root bin 6160 Mar 19 03:35 /usr/bin/nispasswd
dendan at sysws030[~]>

Similar sequence, on a "GOOD MACHINE":
dendan at sysnas03[~]> uname -a
SunOS sysnas03 5.8 Generic_108528-18 sun4u sparc SUNW,Ultra-5_10
dendan at sysnas03[~]> keylogin
Password:
dendan at sysnas03[~]> passwd -r nisplus -l install
NIS+ password information changed for install
dendan at sysnas03[~]> passwd -r nisplus install
Enter login(NIS+) password:
New password:
Re-enter new password:
NIS+ Credential information was not updated.
NIS+ password information changed for install

The NIS+ credential information for install will not be changed.
User install must do the following to update his/her
credential information:
Use NEW passwd for login and OLD passwd for keylogin.
Use "chkey -p" to reencrypt the credentials with the
new login passwd.
The user must keylogin explicitly after their next login.

dendan at sysnas03[~]> nisclient -co install
[...] (fyi stuff cut out)
dendan at sysnas03[~]> ll /usr/bin/nispasswd
-r-sr-sr-x 3 root sys 89180 Feb 12 2003 /usr/bin/nispasswd

I cant figure out what is going wrong here...the machines that do not
work are sometimes newly installed with brand new recommended patcehes
on them. A Solaris 9 box shows the same weird symptoms. Any ideas?
