ftp not running in solaris 8

Pl. help me. I'm facing the problem in enabling the ftp service in
my system. it is running solaris 8.
problem is that It says connection
refused when I try to ftp. even on same machine when I try to ftp itself it
says connection refused. that means ftp service is not running on my system.
I've already checked the /etc/inetd.conf, /etc/ftpusers, /etc/services file.
in this every thing is fine. but still it is not running.
Pl. give me any
clue.
