High CPU and top

I get the followinf from top:

CPU states: 13.2% idle, 36.3% user, 50.4% kernel, 0.1% iowait, 0.0% swap

The user field and cpu is high, and it doesn't look like and one process is using much in the CPU column in top.

What is causing this? How can I find out what process is the culprit.
