CDE login after flash install

I created a flash archive of a newly build sparc20 to push out to other
sparc20 workstations. After installing all the patches and packages
(netscape 7, SSH, SSL) the flarcreate was run with the options -c -R / and
-x /tmp. I used our jumpstart server (Ultra2 with Solaris 8 (02/02)) for
both the bootserver, and archive location. The flash install was smooth and
the system came up normally. The problem is only root can log in at the
console. I have not been able to find any reference to fix this problem. The
error that shows in the $HOME/.dt/startlogs is:
--- DTSOURCEPROFILE is 'true' (see /export/home/svrmon/.dtprofile)
--- execing /usr/dt/bin/dtsession with a /bin/sh login shell ...
ptsname: Permission denied
unable to get pty: Permission denied
X connection to :0.0 broken (explicit kill or server shutdown).
We are looking to use the flash archives to back up out systems without tape
drives, but I have to resolve this problem first. Has anyone seen this
problem?
