Setting $PATH

this is probbaly a stupid question. How do I make sure that the
environment $PATH is automatically set when a user logs in. I have
PATH=/usr/bin:/usr/local/bin:/usr/ccs/bin:/usr/local/sbin:/usr/local/ssl/bin:
/usr/local/apache/bin:/opt/FrontBase/bin
SUPATH=/usr/sbin:/usr/bin:/usr/local/bin:/usr/local/sbin:/usr/local/ssl/bin:
/usr/local/apache/bin:/usr/ccs/bin:/opt/FrontBase/bin
in /etc/default/login but when I login as root I get the following:
bash-2.03# echo $PATH
/usr/bin:/bin:/usr/sbin:/sbin:/usr/local/bin
What am I missing here?
