Cron taking 2 minutes to pull in new crontab

I couldn't find this in the archives.
My cron is taking 2 minutes to pull in the new crontab file. If I run the
script using "at now" it runs immediately. If I schedule the cron to start
2 minutes from the current time when I run crontab it works fine. If I
schedule it to run in 1 minute, it never gets logged and never runs. I
have a work around since the 2 minute pause and "at now" work, but this
used to work and now it doesn't. Any ideas?
