getting permission denied

I just knew that it was something simple and thanks to
Aaron Browne <abrowne@deakin.edu.au>
for giving me the answer.
The confusing part was that many of the older systems
meaning systems that we have had on line for some time worked OK.
It was only about 24 or so of the newer systems that we had that did
not work. What I did not think about was that one of the other admins
had setup roots HOME directory in /root and not / as on the other systems.
So as soon as I moved the .rhosts file over to /root everything worked.
