same application have a lot more i/o on NetApp than local disk

I have the same application on 2 servers. One is writing/reading the job
queue locally and the other one is doing that on a remote NetApp by NFS. The
one using the local harddrive is very fast, while the other one aggregated a
lot of jobs in the remote queue. But If I copy a file from NetApp, it's very
fast. Did anybody experience this? What's the difference if I access a file
locally and remotely with the standard C function call?
Thanks,
Colin Zheng
