Netra 20 hung at LOM

I have a Netra 20 that hangs on power on at the LOM. The wrench on the
front is flashing amber. On the LOM card itself, there is a flashing amber
LED. The motherboard on the Netra was replaced. This problem occurred when
I powered up the Netra. The documentation says that there is a system fault
on the LOM. So far, I've not been able to find anything in the
documentation that can help me resolve the problem.
