CVS question...

I am running cvs on Solaris. If somebody deletes one file from CVS and
Commit the chganges the repository file also get deletd. I do not want to
happen this. That is nobody should be able to delete any files from the cvs
repository. As CVS requires the users RWX permission to be given, we will be
giving RWX permission for the group on repository. Is there any way in CVS/
any third party utilities by which I can rfestrict the deletion of files
