Memory Issues.

I have a e450 running 2.6 (1 gig), which has Cisco Netflow Collector, Netflow
Analyser, and Netflow Display.
When I try to run the Display, if I watch top or memstat, I see the process
use all the free RAM it can, but does not eat into Swap space. The Display
crashes saying not enough memory, but it has not gone into swap space. If I
close the process cleanly it wont release the memory it claimed, and on
restart will try to use the little bit that is free, once again crashing being
out of memory.
Question, Is there a way to force an app to use SWAP, or is there a way to
clean out memory that has been leaked without a reboot? Are there any other
ways I can look at this to pin down what is going on.
