NTP risks

during on Solaris (and possibly Windows) ?
Our servers had synced up with the NTP server when we went from 2001 to 2002
recently, even though the Naval Observatory Center's satellite were set to
year "2021". Our NT's didn't sync because the client software prevents
itself from updating if there is a difference of 12 hours (by default), but
our Solaris servers all synced causing our HR databases to be off by 19
years.
We current use "ntpdate" to synch with the NTP server, but is there an
option to prevent this from happening in the future?
