Reconfiguration reboot device order

Here is my problem ...

Have an E450 with an internal 4mm tape drive (scsi driver) and 12 fibre
attached jukebox drives (lpfc driver). When I do a reconfiguration
reboot the internal tape drive gets /dev/rmt/0 and the fibre attached
drives get /dev/rmt/1 through /dev/rmt/12. I am hoping there is a way to
force the system to create device links for the fibre attached drives
before it creates the one for the internal tape drive. Any suggestions?
