Users changing passwords _without_ telnet access

I have a number of users that I need to activate password aging for, per
Corporate Policy.
However, these users are using an imaged Windows workstation that does not
allow us to give them access to "Start > Run > telnet". Nor can these users
be easily identified to give them special Start Menu options for telnet.
What solutions, maybe web-based (?), are there that I can set up to allow
these users to change their passwords on the Unix server?
