using a hp tape library over a fiber channel switch|

I am trying to add an hp tape library over a fiber channel switch. When i try using devfsadm -i to create the device files none get created. Is the only way to see the tape device is to reboot -r? Does running probe-fcal-all do anything to fix this problem?
