deny users in Solaris 2.8?

I have a sun solaris Ultra10 machine running Solaris 2.8 and CDE inviroment. I
wish to limit the amount of simultaneous logged in users (remote and local).
E.g. max 10 users, when the 11'th user tries to login he/she should get
refused. The root user should always be able to login.
Does anyone know how to configure this limitation?
I really appreicate any ideas and/or suggestions?
