E3500 new disks: cannot label or newfs

I am remotely administring an E3500 for a client.
Someone installed two new disks in the enclosure. I
have no idea what kind of disks or how they were
installed. The problem I have is I cannot write the
label to the disks (error is: error writing VTOC, no
backup labels, label failed)
The resulting message log errors include Lost Frame
(write), and "disk not responding to selection".
The same occurs with both of the two disks added.
The device paths look good and the corresponding
entries are in path_to_inst. luxadm display shows the
two disks as O.K.
Any ideas?
