utmpx

Hello managers,
We have running Nis here,
some of the machine will not allow any body to telnet , error say ing
no utmpx entry yomust login from lowest level of shell
for this we used do cat /dev/null > /var/adm/utmp /var/adm/utmpx
/var/adm/wtmp /var/adm/wtmpx .
this did not work on some hosts.
permissions on this are proper.
i will summarize
