strong password policy

This is what our audit company quoted as strong password:
(A password policy is developed and delivered to all users requiring strong
passwords. A strong password should require a combination of numbers and
letters, not be equal to the user name and should not be a simple word in a
dictionary. The accounts identified above should be forced to comply with
this standard as soon as it is implemented.)
Can someone give me an idea how to enforce it?
