Java default character encoding

app that is pulling the default character encoding information and 2 systems
have File Encoding set to 646. The other system has File Encoding set
to ISO8859-1. I set the systems up the exact same way, basically a full
installation. How do I get the systems all set to the ISO 88591-1 and how
would I find out if the application is pulling the correct information about?
What commands can I run at the OS level or files can I look at to get this
info.
