disable login and enable su for an account

I am trying to disable login for a user (eg. X)
"into the machine" only. But once you logged in as someone as (eg. Y) I want
them to be able to do "su" (su - X) to the user and be able to use that
account.
I tried using noshell and /bin/false, but then "su - " doesnt work.
