TZ oddities with Sol10

We have a Solaris10 box that is mysteriously having users TZ environment
variable set to US/Eastern, so that even though /etc/TIMEZONE value is
correct (we need it to be Japan) the users see timezone as US/Eastern.

This value is not being set in any of the standard places -
/etc/profile, /etc/default/login, .profile - and seems to happen with
every shell. Am I missing some default environment setting?

A slightly more tricky question is, one a process is running under a
given user, can I get into that user's environment and change its TZ
setting? We have a DB process running that is using its own TZ and of
course the user has long since logged off.
